This provision, titled “Transactions related to information and informational materials” since its initial 1989 appearance in the CACR, has served two distinct, unusual purposes over its history.
The first stage dates from Feb. 2, 1989 through 2016, where the provision provided as follows:
(a) All financial and other transactions directly incident to the physical importation or exportation of informational materials are authorized.
(b) Transactions relating to the dissemination of informational materials are authorized, including remittance of royalties paid for informational materials that are reproduced, translated, subtitled, or dubbed.
