1) This statement of licensing policy predates 560.519 (GL for Journalistic activities and establishment of news bureaus in Iran) and 560.538 (Authorized transactions necessary and ordinarily incident to publishing). It is difficult to imagine many scenarios in which something licensable pursuant to this statement of licensing policy is not otherwise generally licensed.
2) The existence of this SLP is an implied statement that such activity within the scope of the provision is not otherwise exempt by the informational materials exemption; a principle with cross-programmatic relevance.
