Both the "personal communications" and "donations" exemptions are, as they currently exist, identical to the versions as they existed in the original IEEPA. For this reason, the history can be instructive when attempting to discern the scope of the personal communications and donations exemptions, both of which are relatively rarely addressed in guidance issued by OFAC.
