By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.) (NEA), the Fentanyl Sanctions Act (21 U.S.C. 2301 et seq.) (FSA), sections 212(f) and 215(a) of the Immigration and Nationality Act of 1952 (8 U.S.C. 1182(f) and 1185(a)), and section 301 of title 3, United States Code,

[Update - on 12-20-22, this EO was implemented into the CFR in abbreviated format at part 599 (see 599.101 et seq., the "Illicit Drug Trade Sanctions Regulations"). The IDTSR contain a few definitional provisions that relate to the designation criteria discussed below. Otherwise, the regulations are standard abbreviated blocking regulations]
[Update - on 4-24-24, the President signed into law legislation that includes the FEND off Fentanyl Act (2024 "National Security Supplemental") and Illicit Captagon Trafficking Suppression Act of 2023. The statutes overlap significantly, if not entirely, with the authorities found in this EO, but the existence of the new statutes and the reports to Congress they will produce may increase the use of this EO to target Captagon and Fentanyl-related activities]
