Notes:

EO 13716, which was issued as one of several steps taken to ensure U.S. compliance with the JCPOA, revoked four and amended one of the five executive orders imposing and implementing secondary sanctions with respect to Iran. This EO itself was revoked by EO 13846 of August 6, 2018 (reimposing sanctions on Iran subsequent to the JCPOA withdrawal).

See generally the IRAN SECONDARY SANCTIONS COMPARISON TABLE for a breakdown of all discrete Iran-related secondary sanctions derived from secondary sanctions statutes, EOs and regulations. The table contains sanction-by-sanction comments, along with commentary on the relationships between sanctions with significant substantive overlap. It identifies both the current sources of authority of a given sanction, and in cases in which sanctions were initially imposed by one of the EOs revoked pursuant to the JCPOA, identifies that fact as well.

See also comments to EO 13846, as well as the EOs revoked and amended by this EO.

This EO is no apparent current relevance for ordinary sanctions compliance purposes, except that Sec. 13 provides that violations of the EOs revoked by 13716 are still subject to penalties.
