Notes:

1) This EO, along with IEEPA, forms the basis for the Belarus Sanctions Regulations.

2) See comments to 548.201, concerning derivative designation criteria.

3) As is typical, this EO "opts out" of IEEPA's exclusion for donations, stating that "the making of donations...would seriously impair my ability to deal with the national emergency declared in this order, and I hereby prohibit such donations." Other IEEPA-based exemptions have been incorporated in the regulations.

4) The EO contains no other notable text for sanctions compliance purposes that has not already been incorporated in the regulations.

5) The regulations associated with this EO are not within the scope of any of the TSRA exclusions, meaning that OFAC is required to acknowledge that the blocking prohibitions do not apply to TSRA-eligible items. 6) OFAC does not distinguish between the terms "any person listed in or designated pursuant to this order [EO 13405]" (language from the EO) and "any person whose property or interests in property are blocked pursuant to [EO 13405]" (language from 548.201). "Designated pursuant to" does not only refer to persons actually appearing on the SDN list.
