EO 12613 is the first of six EOs that inform the prohibitions and scope of the ITSR.

1) The terms of this EO are significant, particularly as it relates to the relationship between some of the .400-level "interpretations" of the .200-level prohibitions found in the ITSR, and the extent to which the former can be seen as having cross-programmatic applications in embargoes, such as the Crimea embargo, with less-detailed (or no) accompanying regulations.

Sec. 1 is the import ban that was transposed onto 560.201.
