Ed. Note: if you’re new to TURBOFAC, please take note that the text string filtration function generally shouldn’t be used for terms such as “ordinarily resident,” “causing” or “new debt”. For research on the meaning of words and phrases such as those, i.e. terms central to the key legal issues in sanctions law that appear on a cross-programmatic basis, you’re typically better off locating and checking the appropriate box in the “Key Legal Issues” search category, which will limit the results to those that have been manually assessed as being relevant for the interpretation of the terms at issue.
Try typing your search term (“ordinarily resident,” “new debt,” or something else) in the “Find a Search Filter” box at the top of the page, and the corresponding “Key Legal Issues” check box will pop up instantly, if one exists. Once you check the box (e.g. “new debt,” with ~55 results), you can always use the text string filtration function to further refine your search (e.g. by typing “invoice” and narrowing the ~55 results to ~10).
Note in addition that the same applies to text string searches such as “14071” (if you’re looking for items related to EO 14071). By typing “14071” in the “Find a Search Filter” field up top, you will be able to instantly narrow the results down to items manually assessed as relating to EO 14071. Ditto terms such as “515.204” or “Iran General License G” (try the “Discrete Legal Provision” search category).

[9-30-26 – FAQ amended to (i) re-instate “100 percent U.S-origin items” as the standard for coverage by 515.533(a) with respect to items exported from a third country, and (ii) reflect expansion of 560.209 to “indirect” financial transactions and associated amendments to GLs].
1) See 515.533, comments thereto, and Transcript; OFAC-BIS "Webinar – Sanctions Update Cuba/Iran/Russia" (2016), concerning the relaxation of the "100 percent U.S-origin items" standard. See also 515.584, and comments thereto, concerning financing for Ag exports restricted as a result of TSRA.
2) FAQ 766, when read in conjunction with the structure and notes to 515.533 of the CACR, appears to serve to clarify that, when "payment and financing terms" are NOT explicitly restricted, transactions "ordinarily incident to the [licensed] exportation of items" include, at a minimum, "payment of cash in advance; sales on an open account; and financing by U.S. or third-country financial institutions." With respect to "sales on an open account," contrast the guidance in FAQ with 560.532 of the ITSR. It appears the restriction on the transfer of receivables in connection with sales on open account is particular to 560.532 -- when sales on open account are otherwise implicitly authorized, as they are in 515.533, there is no reason to believe that the transfer of receivables is not also licensed.
