1) Notable example of 31 CFR 560.407 of the ITSR ("substantial transformation") being applied by CBP (after having been "informally advised by" OFAC), with respect to Iranian origin "Tragacanth gum flakes and ribbons" being "substantially transformed" into "CEROTRAG 887 Gum Tragacanth powder" due to "German processing," in particular a "drying process to eliminate excess moisture content to allow for grinding". Compare Case No. IA-2021-870300-1 and Case No. IA-2014-307884-1. The wording of the CROSS ruling suggests that OFAC's standards for "substantial transformation" would have tracked CBP's own standard.
