Notes:

1) Within the range of 2006-2019 enforcement actions, this one stands out as involving a particularly banal sort of activity undertaken by a person one would not ordinarily expect to have a compliance program. Strict liability technically applies to all sanctions programs, but OFAC almost never, if ever, fines a person unless that person has failed to adhere to the diligence standards that OFAC expects given the facts of a particular situation.

It is possible (probable) that the reason for the enforcement action here is that the individual had actual knowledge of the blocked status of the SDNT. It is also possible that the individual was running a larger operation, large to the point where OFAC would expect screening.
