This responds to your letter of April 4, 2007, to the Department of the Treasury's Office of Foreign Assets Control ("OFAC") requesting authorization to do humanitarian work in Iraq, Syria, Jordan, Lebanon, and Turkey.
OFAC does not administer territorial restrictions on transactions in Iraq, Syria, Jordan, Lebanon, or Turkey. However, individuals and entities have been identified and blocked as Specially Designated Nationals ("SDNs") pursuant to Executive Orders (E.O.) 13315 of August 28, 2003, E.O. 13350 of July 29, 2004, and E.O. 13438 of July 17, 2007 (Iraq); E.O. 13338 of May 11, 2004, and E.O. 13399 of April 25, 2006 (Syria); and E.O. 13441 of August 1, 2007 (Lebanon).

1) Compare Case No. SY-177. This guidance letter was issued prior to the Government of Syria becoming blocked (542.201) and prior to the imposition of the prohibition on the exportation of services to Syria (542.207). This guidance letter interprets the generally irrelevant TLGSR, to which Syria remains subject as of 10/26/2021. It is unusual to see references to the rules of multiple other agencies in an OFAC-issued guidance letter, but this was an unusual situation because, at the time, the primary goods and financial service-related prohibitions were administered by BIS and FinCEN, respectively.
