1) This is a rare example of OFAC confirming that U.S. persons may rely on a specific license issued to a third party even where the specific license is not public and the U.S. person does not have access to it. Here, the U.S. person owns CEC stock (CEC is a Cuban entity), which is blocked property due to the Cuban interest. OFAC specifically states that the purpose of issuing the specific license to CEC was “so that individuals no longer have to obtain a license of their own to buy or sell CEC stock”.
