Notes:

The “Treasury 2021 Sanctions Review” is the public-facing result of what was meant to be a comprehensive review of U.S. sanctions. As is evident, the document consists mostly of generalities, without providing much in terms of information not otherwise known to the public or concrete changes that can be expected. Much of what is addressed in the document as priorities—e.g., focus on digital currencies, multilateralism and humanitarian licensing—can be discerned from the other actions OFAC had taken from the time of the changing of presidential administration up through the publication of the document. There appears to be nothing in the way of novel or notable statements that speak to the scope and operation of sanctions provisions.
