1) This is one of a dozen or so sanctions related provisions of the 2024 "National Security Supplemental". It is included in the Research System in because it appears to have been reported by some as amounting to a sanctions program or new authority, but upon closer inspection, this provision does nothing except require the “report” described in section 1(a), which could, but need not, result in new designations. The “imposition of sanctions” section 1(b) says that the President “may” impose sanctions with respect to persons identified by the president as qualifying for sanctioning under pre-existing blocking authorities. If the President wants to sanction such persons, he can do so without this statutory provision, and retains the discretion to decline to do so notwithstanding this provision.
