1) The Syria Accountability and Lebanese Sovereignty Restoration Act of 2003 (SAA) serves as the basis for the broad, BIS-administered prohibition on exports of items subject to the EAR to Syria. Refer to General Note on the Syrian Sanctions Regulations and the Relationship Between the Authorities Underlying the Regulations (System Ed. Note), and EO 13388 in particular.
