Notes:

From 2000 through May 17, 2021, the blocking prohibition of the was located at 598.203 (and was titled “Prohibited transactions involving blocked property.”). On May 17, 2021, as part of a larger modernization of the FNKSR to bring the text of the regulations in line with that of the typical blocking program, OFAC moved the substance of the old 598.203 to the current 598.202, and reserved 598.203.

Therefore, all guidance, enforcement and other FNKSR-related documents that refer to 598.203 are referring to the substantive equivalent of what is now 598.202. As noted in the comments to the current 598.202, OFAC’s May 17, 2021 did not substantively alter the FNKSR; they merely brought the text in line with the way in which had been interpreting the FNKSR all along. We keep this provision in the Research System for historical purposes and ease of reference.
