Notes:

1) One-off, highly unusual license related to the planned meeting between President Trump and Vladimir Putin (SDN). The license is notable for its breadth in terms of the prohibitions it licenses against (the entire RuHSR and URSR). Query why the license is cast as a “[t]o the extent authorization is required” (TEAR) license. While much of what would require authorization here is likely separately authorized by the RuHSR and URSR “official business” GLs, there being an overlapping general license for something does not prompt OFAC to issue TEAR license. Most likely, the TEAR language is a nod to the fact that the travel exemption covers a substantial portion of what would otherwise require authorization.
