TURBOFAC Commentary (146 words)

Notes:

1) Refer to comments to Executive Order on Blocking Property with Respect to Specified Harmful Foreign Activities of the Government of the Russian Federation.

2) FAQ amended on 2-24-2022 to amend the second paragraph with the references to the short-of-blocking directives. OFAC confirms that the authority to issue such directives is embedded within "any other blocking Executive order."

3) FAQ amended on 2-23-24 to add the following:

On December 22, 2023, the President issued E.O. 14114, “Taking Additional Steps With Respect to the Russian Federation’s Harmful Activities,” which amended E.O. 14024 to further address the Russian Federation’s continued use of its military-industrial base to aid its effort to undermine security in countries and regions important to United States national security. See FAQ 1147 for information on how E.O. 14114 amended E.O. 14024.
