1) TECHNICAL BACKGROUND

The Western Balkans Sanctions Regulations (WBSR) are irregular as they relate to the authorities forming the basis for the regulations. Read in conjunction with 588.201, the basic "prohibited transactions" provisions of the Western Balkans Stabilization Regulations. The WBSR cite two EOs as the basis for their authority. One is Executive Order 13219 (Blocking Property of Persons Who Threaten International Stabilization Efforts in the Western Balkans) (2001), and the other is Executive Order 13304 (Termination of Emergencies With Respect to Yugoslavia and Modification of Executive Order 13219) (2003).
