This license was granted pursuant to 515.565(b)(2) (2013), which was a specific licensing policy covering "[e]ducational exchanges not involving academic study pursuant to a degree program when those exchanges take place under the auspices of an organization that sponsors and organizes such programs to promote people-to-people contact." (See https://www.govinfo.gov/content/pkg/CFR-2013-title31-vol3/xml/CFR-2013-title31-vol3-part515.xml). Note that 515.565 had a provision, which can also be found at 515.565 of the 2022 version of the CACR, excluding all "[t]ransactions related to activities that are primarily tourist-oriented..."
The 2022 version of the CACR does not contain a licensing policy similar to 515.565(b)(2) (2013) (although there is a broad catch-all education-related specific licensing policy at 515.565(h)). Examples of "people-to-people" licenses remain in the Research System given the likelihood that, at some point in the future, relaxation of the CACR will result in...
