1. Based upon the request dated September 12, 2019, and additional correspondence on October 21, 2019, and additional information available to the Office of Foreign Assets Control (the "Application"), the transactions described herein are hereby authorized.

1) LICENSE No. VENEZUELA-EO13884-2019-363218-1 broadly authorizes all transactions otherwise prohibited by EO 13884 (blocking the Government of Venezuela) that relate to the Venezuelan Professional Baseball League, a “winter league” in which numerous U.S.-based Major League Baseball players are involved. OFAC evidently excluded two of the eight teams from the specific license due to alleged affiliations between those teams and the Government of Venezuela (“GOV”), including sanctioned GOV officials. The license is straightforward from a legal perspective, but it is notable as an indication of a favorable licensing policy for athletic competitions that does not currently exist in the Venezuela-related regulations or general licenses.
