Notes:

1) While not identical in scope to any previously issued license, this GL is similar to many time-limited GLs authorizing limited transactions involving blocked vessels and their owners.

2) While “the safe docking and anchoring of” blocked vessels is a staple of GLs such as this (compare GTSR General License 21), this GL is notable for the language “excluding ports located in Iran or the Russian Federation, or under the control of the Government of Iran or the Government of the Russian Federation”. This exclusion should be read in conjunction with the authorization for “delivery and offloading of cargo involving the Blocked Vessels, provided that the cargo was loaded on or before July 30, 2025 and that the delivery and offloading of cargo does not occur at any port located in Iran or the Russian Federation or under the control of the Government of Iran or the Government of the Russian Federation.”
