Section 3 of the INKSNA is administered by the State Department. It contains a secondary sanction-like provision providing for the discretionary application of any or all of an i) arms export ban, ii) procurement ban, or iii) dual use export license ban for any person determined to have knowingly transferred to or acquired from Iran, Syria or North Korea certain goods, services, or technologies subject to multilateral trade controls. Sanctions are only available for situations in which the transfer materially contributes "to the efforts of Iran, North Korea, or Syria, as the case may be, to develop nuclear, biological, or chemical weapons, or ballistic or cruise missile systems, or weapons listed on the Wassenaar Arrangement Munitions List of July 12, 1996, or any subsequent revision of that list."
