* OVERVIEW

OFAC’s statutory authority is such that it could prohibit all dealings in property produced or processed in whole or in part by any blocked person. A blocked person need not have any legally cognizable property interest in property in order for it to be blocked. However, neither of those facts means that the self-executing blocking provision is, in practice, interpreted by OFAC to prohibit all dealings in property produced in whole or in part by blocked persons. Indeed, all indications are that OFAC does not take this position.
