Notes:

1) OFAC's position seems to be that its regulations prevail in all "conflict of laws" situations, be they state-federal or "blocking statutes" that prevent persons subject to U.S. jurisdiction from complying with sanctions laws in their operations outside of the U.S. The exceptions are situations in which OFAC perceives there to be constitutional barriers to the enforcement of its regulations, or when another federal statute purports to override OFAC regulations with a "Notwithstanding any other provision of law" clause (see e.g. TSRA and Sec. 201(a) of TRIA).
