1) On 6-5-24, this FAQ was amended to conform to 542.516 of the SySR. The FAQ is substantially similar to the original version, but there are notable changes. In particular, the original version question says “As an individual, can I send financial donations directly to Syria” and the answer says “U.S. persons are not permitted to transfer financial donations directly to Syria or to NGOs in Syria.” In the revised version, the question says “As a U.S. person, can I send financial donations directly to Syria,” and the answer begins “U.S. person individuals are not authorized to transfer funds directly to Syria for the purpose of charitable donations”. The apparent reason for the distinction is that while “U.S. person individuals are not authorized to transfer funds directly to Syria for the purpose of charitable donations,” an NGO itself would be able to send funds to a...
