1) See Syria General License 22, and comments thereto. On diligence expectations, compare FAQ # 952, containing a virtually identical statement in the Afghanistan context. The relationship between “all information at their disposal” and “an array of open-source material” is uncertain. In this context, does “open-source material” refer to information that is freely available, or does it refer to information that is available for purchase (but not otherwise classified or business confidential)? This is not an issue addressed in The Framework for OFAC Compliance Commitments or the other FAQs referenced in the FAQ.
