1040. Are transactions related to telecommunications and certain internet based communications that involve persons designated pursuant to Executive Order 14024 authorized by Russia-related General License (GL) 25G?
GL 25G authorizes certain transactions ordinarily incident and necessary to the receipt or transmission of telecommunications involving the Russian Federation that are prohibited by the Russian Harmful Foreign Activities Sanctions Regulations, 31 CFR part 587 (RuHSR). In addition, GL 25G authorizes certain transactions from the United States or by U.S. persons, wherever located, to the Russian Federation that are incident to the exchange of communications over the internet and that are prohibited by the RuHSR. With respect to software, hardware, and technology, GL 25G authorizes the exportation or reexportation, sale, or supply from the United States or by U.S. persons, wherever located, to the Russian Federation of software, hardware, or technology incident to the exchange of communications over the internet...

1) Read in conjunction with Russia-related General License 25. This FAQ serves only to call attention to the amendment to GL 25, i.e. the addition of the carveout pertaining to the blocked entities referenced in the GL.
2) FAQ amended to affirmatively state that the GL authorizes transactions involving persons designated pursuant to EO 14024 (the previous version primarily addressed the scope of the entity-specific carveout).
3) FAQ amended on 9-4-24, 9-13-24 and 10-30-24 to reflect the addition of new SDNs to the list of entities carved out from the GL.
