The three documents listed in the title are, collectively, the authorities for the OFAC-administered sanctions provisions that relate to certain of the People’s Republic of China's actions with respect to Hong Kong. All three are listed in the “Legal Framework for Hong Kong-Related Sanctions” section of the “Hong Kong-Related Sanctions” landing page on OFAC’s website. EO 13936 implements provisions of the Hong Kong Human Rights and Democracy Act of 2019 (HKHRDA) and the Hong Kong Autonomy Act of 2020 (HKAA). EO 13936 is now "Appendix A to Part 585—Executive Order 13936 of July 14, 2020," with the EO having been implemented in the CFR.
