Transactions Related to the Exportation or Reexportation of Agricultural Commodities, Medicine, Medical Devices, Replacement Parts and Components, or Software Updates
(a) Except as provided in paragraph (c) of this general license, all transactions and activities prohibited by Executive Order (E.O.) of September 17, 2021 that are ordinarily incident and necessary to the exportation or reexportation of agricultural commodities, medicine, medical devices, replacement parts and components for medical devices, or software updates for medical devices to Ethiopia or Eritrea, or to persons in third countries purchasing specifically for resale to Ethiopia or Eritrea, are authorized.

2) Read in conjunction with, e.g., FAQ # 875 and FAQ # 877. FAQ # 875 specifies that transactions “ordinarily incident” to those licensed explicitly in this GL “includ[e] but [are] not limited to the processing and transfer of funds, payment of taxes, fees, and import duties, and purchase or receipt of permits, licenses, or public utility services.”
FAQ # 877 specifies that the following are included within the scope of the terms “medicine” and/or “medical device.”
