1) This cautionary letter (see draft VSD in native PDF file) was issued in connection with transactions that occurred prior to the implementation in the ITSR of the third-country conference GL at 560.554(b). At the time of the activities at issue, only the informational materials exemption could have rendered the otherwise prohibited provision of services legal.
There were two types of transactions at issue. One was accepting and processing third-country conference registration fee for individuals in or ordinarily resident in Iran, and the other was the acceptance of fees for the submission of papers published in the conference proceedings. As noted in the draft VSD that we presume to have been sent to OFAC in a substantively similar form, the “acceptance of fees for the submission of...
