1) Background

The applicant (WPSIC) is a U.S. person entity that, as described in the letter, was “the prime contractor for the TRICARE Dual-Eligibility Fiscal Intermediary Contract and a subcontractor to International SOS Government Services, Inc., the prime contractor for the TRICARE Overseas Program.” The “Dual-Eligibility Fiscal Intermediary Contract” is for the provision of “claims processing and associated customer support services for claims submitted by, and on behalf of, the Military Health System []beneficiaries who are eligible for both Medicare and TRICARE benefits for services received in the U.S., Puerto Rico, Guam, the U.S. Virgin Islands, America Samoa and the Northern Mariana Islands” (https://www.defense.gov/News/Contracts/Contract/Article/2680485/).
