OFAC uses the following boilerplate language:

“OFAC has reviewed your application and it appears that the activities contemplated in application CU- [xxxxx] may fall within the scope of the activity authorized under the general license(s) at section[xxxxxxxxxxx]. It is OFAC’s policy not to grant applications for specific licenses authorizing transactions to which the provisions of an outstanding general license are applicable. See 31 C.F.R. § 501.801(a). Accordingly, OFAC is closing application CU-[xxxxxxxxxxxx] without further action.”

Note the dissonance between “it appears that the activities… may fall within the scope,” on one hand, and “Accordingly, OFAC is closing [the] application…without further action,” on the other....
