TURBOFAC Commentary (122 words)

Notes:

1) This is an ordinary "Official business of the [Federal/United States] Government" GL. Compare e.g. Venezuela General License 14 - Official Business of the United States Government. For detailed commentary on the scope and operation of the “official business” exemptions and GLs, see General Note on Exemptions and General Licenses for the “Official Business” of the U.S. Government (and/or United Nations) and Employees, Contractors, or Grantees Thereof.

The GL exists to account for the fact that Executive Order 14038 and the Belarus Sanctions Regulations are separate authorities, and only the latter (through an exemption in the EO) allows for official business of the USG.

2) This GL was implemented into the regulations on 12-21-22 (548.509).
