1) BACKGROUND

State Department Diplomatic Note No. 2019-1133/EEST and Case No. IA-2019-364590-1 are, together, the only examples of such items currently in the Research System. India Ports Global Limited (IPGL) is an Indian company that was, at all relevant times, a government-owned enterprise of India.
